E5: C's TAKEOVER

feb 2026

Two weeks after the BARRAGE invasion

PGE mostly looks like it survived. The walls are patched, the alarms work, and the lights are back on. It’s not fully operational yet, but it’s operational enough that no one is allowed to stop working.

The building recovered.

The Manager did not.

C'S TAKEOVER

William Powell’s decline is sudden but not without signs. One day it’s a strange pause in a meeting. The next, a canceled appearance. Then a string of increasingly creative excuses designed to keep him out of the public eye. Whatever happened during the invasion had struck a cord. And for a man who prides himself on control, that’s unforgivable.

One day, he vanishes.

“The Manager is ill,” C announces, voice flat and final, “and I will be assuming operational authority until further notice. All departments are to continue as normal.”

Which, of course, means nothing is normal at all.

To ensure employee safety, operational stability, and uninterrupted Angel containment during the Manager’s medical leave, the following temporary measures are effective immediately:

  1. Facility Curfew Enforcement
All non-essential personnel must vacate operational sectors by 2200 hours. Environmental controls (heating, ventilation, and air circulation) will be *scaled down* in non-essential zones. Personnel requiring overnight access must secure authorization to ensure appropriate life-support allocation.
  2. Mandatory Location Logging
To ensure rapid response during incidents, all personnel must carry active *location* tags while on duty. Temporary signal loss will prompt automated welfare checks.
  3. Restricted Cross-Department Movement
Interdepartmental travel is limited to assigned duties. This minimizes disruption and reduces the risk of cascading incidents.
  4. Performance Variance Monitoring
Deviations in reaction time, stress response, or decision-making will trigger supportive interventions, including *rest cycles or reassignment*.
  5. Communication Efficiency Standards
Non-operational conversations during work hours should be minimized. All critical information must be routed through approved channels for clarity and record-keeping.

These measures are temporary and will remain in effect until the Manager’s return. Your cooperation ensures the safety of the facility, your colleagues, and yourself.

Thank you for your continued service.

  • [SAF.010] Maintain safe zones where employees can recover from psychological strain.

INFORMATION

The Information Department contains mid-level risk Angels for research purposes. Their role is to determine the most effective tasks for Agents when working with an Angel, as these interactions are not always straightforward. Additionally, they study the effects Angels have on Agents and the surrounding environment, ensuring the entire company benefits from their work.

Features: Observation decks, Labs

Objectives

  • [INF.001] Identify the most effective work types for each Angel to optimize Agent performance.
  • [INF.002] Study behavioral patterns of mid-level risk Angels to improve containment and interaction protocols.
  • [INF.003] Analyze the long-term psychological and physiological effects of Angel exposure on Agents.
  • [INF.004] Document unexpected phenomena that arise from Angel interactions.
  • [INF.005] Maintain detailed records on each Angel’s effects, abilities, and behavioral tendencies.
  • [INF.006] Generate risk assessments to determine potential dangers posed by specific Angels.
  • [INF.007] Share research findings with other departments to improve containment strategies and Agent training.
  • [INF.008] Continuously update work guidelines based on new research and field observations.
  • [INF.009] Monitor Agent work efficiency with different Angels and suggest optimal task assignments.
  • [INF.010] Assess potential side effects of Angel presence on nearby departments and provide early hazard warnings.

TRAINING

The Training Department supports Agents in refining their skills and addressing performance issues. If an Agent is found underperforming, the department steps in to provide guidance and improvement plans. They design specialized programs to help Agents reach their full potential. Additionally, they conduct tests and approve licenses for individual employees, ensuring they meet the required standards.
